Created a Fine grained PAT in my user account (initially keeping to default settings) and made the organiztion the resource owner. Confirmed that the organziation settings shows the new token as active. WebIt seems that for some reason, using a fine-grained PAT causes getContent to go down a branch which URL-encodes path.
